Is there a better way to control time in Competitive MTG??

For the last few weeks, players in the MTG pro community have commented on players playing slowly could possibly use that as an advantage. There are very good players who are notably slow, like HOF Gabriel Nassif and Seth Manfield. Both these players are two of the games best and don't take an advantage of this. To make sure of this in the pro community though, I've come up with a few ideas.

1. Have Magic Online Clocks for Paper Magic

2. Have judges give more slow play warnings. (Based on gamestate)

3. Have a time set for a turn. (A player can't take more than x-minutes.) This would have to be play-tested a lot, and edited a bit.

This is all I have, but I'd be curious to see what you would do to improve this situation.
